Tollerton Parish Council, guided by input from many hundreds of residents, has made a full and comprehensive submission to Rushcliffe Borough Council in response to the consultation on the SPD for the airfield site.
Notwithstanding the many errors and issues with the consultation process and our strong belief that it was not a legally compliant process, it was important to ensure that the voice of the village was heard as loudly as possible.
With thanks to input from those who came to our public meeting in October or who took the time to write in or comment on social media or talk directly to Parish Councillors, the submission covered key issues as follows;
- Tollerton Neighbourhood Plan – and the total lack of reference to this important legal document,
- Rushcliffe Design Code – and how the SPD does not comply with Rushcliffe’s own Design Code,
- Access and Movement – including the total lack of an agreed plan for how the roads and junctions will work,
- Existing Residents – especially the impact on the residents at North End Cottages and Tollerton Lane / Cotgrave Lane,
- Infrastructure – or rather than lack of proper planning for this,
- Flooding – noting the SPD is totally inadequate on this topic,
- Contamination – very serious concerns have been raised and the SPD barely mentions them,
- Green Buffer – a hugely important part of Rushcliffe’s own Local Plan: watered down, ignored and changed,
- Active Travel – a massive missed opportunity to promote walking, cycling and public transport.
It is the position of the Parish Council that the SPD as it stands is
not fit for purpose and needs considerable rewriting before it could be issued for further consultation prior to adoption. Furthermore, it is paramount that the Infrastructure Delivery Plan is produced and consulted upon alongside this SPD.
The Parish Council is available to meet with RBC to work through these comments in further
detail and prepare appropriate revision to ensure the best possible development for existing and future residents..
